چکیده

We explain why the AEC should perform an audit of the paper Senate ballots against the published preference data files. We suggest four different post-election audit methods appropriate for Australian Senate elections. We have developed prototype code for all of them and tested it on preference data from the 2016 election. Authors are grouped by institution, in alphabetical order, and then listed in alphabetical order within each institution. Grahame Bowland is a member of the Australian Greens. His contribution to this project has consisted entirely of help in implementing the Australian Senate counting rules and facilitating Bayesian audits using his code. The techniques here are non-political. Andrew Conway is a member of the Secular Party.

Weight, Weight, Don't Tell Me: Using Scales to Select Ballots for Auditing

Ballot-based auditing offers a much higher level of statistical confidence for any given number of ballots counted than does precinct-based auditing. Unfortunately, it also comes with the problem of efficiently finding any particular ballot so that it can be audited. Previous work on ballot-based auditing has required modifying the ballots to add a serial number which could be used for indexing...

Software Support for Software-Independent Auditing

Electronic voting machines have the potential to make the election process more efficient, but concerns over their reliability and security could undermine confidence in election results. The most effective way of verifying election results is by auditing physical copies of the ballots that have been verified by the voter. Since manually viewing every ballot is unrealistic, a variety of algorit...

Machine-Assisted Election Auditing

Election audit procedures usually rely on precinctbased recounts, in which workers manually review all paper ballots from selected polling places, but these recounts can be expensive due to the labor required. This paper proposes an alternative audit strategy that allows machines to perform most of the work. Precincts are recounted using recounting machines, and their output is manually audited...

Workload Estimates for Risk-Limiting Audits of Large Contests

We compare the expected number of ballots that must be counted by hand for two risk-limiting auditing methods, Canvass Audits by Sampling and Testing (CAST) and Kaplan-Markov (KM). The methods use different sampling designs to select batches of ballots to count by hand and different test statistics to decide when the audit can stop. The comparisons are based on the 2008 U.S. House of Representa...

A Bayesian Method for Auditing Elections

We propose an approach to post-election auditing based on Bayesian principles, and give experimental evidence for its efficiency and effectiveness. We call such an audit a “Bayes audit”. It aims to control the probability of miscertification (certifying a wrong election outcome). The miscertification probability is computed using a Bayesian model based on information gathered by the audit so fa...
